If I do not answer your email directly or with a specific offer, it means that at the present time I do not have available resources to financially support you or do not pursue research in the exact area of your interest at the present time. 

However, I'd suggest that you apply to our graduate program, and if you are admitted and qualified to obtain available teaching assistantship or other financial support offered by University or others, I will be glad to consider you to work with me as a teaching assistant and to recommend you for a financial aid. I will also be glad to reconsider your professional and research interests to work on my research projects in future times if the situation changes and you are still interested after you come to NIU and start you graduate studies in Mechanical Engineering Department at Northern Illinois University.

NOTE: 
Minimum TOEFL 550 (or 213 new system); GRE (about or above): V400, Q700, A650. The test scores are competitive for enrolment and assistantship.
